Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings and try connecting to https again. If this error persists, contact your site administrator.

You will get the above error while browsing the site will https in IE . In order to solve the issue open gpedit.msc , Goto Administrative Templates , Windows Components , Internet Explorer , Internet Control Panel , Advanced Page , Change the “Turn Off Encryption support” to not configured .

Then open internet Explorer , goto internet options , Advanced tab , and check the checkbox Use TLS 1.1 , Use TLS 1.2 and click OK . Now you can browse the website with https without any problem .
